Quality enhancement supported by certification and accreditation

     On June 30, 2017, the themed event "Quality Enhancement Supported by Certification and Accreditation" as part of the World Accreditation Day series took place in Yangzhou, focusing on the comprehensive quality management upgrade in the machinery industry. The event was attended by key figures including Xu Zengde, Deputy Director of the State Administration for Market Regulation (SAMR); Yang Xuetong, Executive Vice President of the China Machinery Industry Federation; Li Benjun, Deputy Director of the Quality Improvement Office of the State Administration for Market Regulation; and Fan Tianen, Deputy Director of the People's Congress of Yangzhou.

                                                   

   

During this event, held at the production site of Jiangsu Yawei Machine Tool Co., Ltd., one of the leading companies in the machinery industry, the China Machinery Industry Federation announced the "Machinery Industry Comprehensive Quality Management Upgrade Action Plan" and launched the "Year of Quality Brand Enhancement for the Machinery Industry."

 

   

  Jiangsu Yawei Machine Tool Co., Ltd. represented the machinery industry in initiating this call for quality improvement. The machinery industry aims to utilize internationally accepted certification and accreditation methods to implement a comprehensive quality management upgrade, thereby accelerating transformation and upgrading by improving quality and efficiency. This initiative is based on six key measures:

Upgrading Certification of Quality Management Systems within the Industry: Establishing and improving quality management standards tailored to the characteristics of the machinery industry.

Promoting Industry Quality Integrity Building: Encouraging companies to declare product quality and commit to quality and safety responsibilities.

Strengthening the Development of Quality Technology Bases: Focusing on establishing testing, inspection, and certification public service platforms in foundational and strategic emerging industries by aligning with international standards and technology.

Implementing Product Quality Grading Systems: Developing high-end quality certification in sectors like construction machinery, machine tools, and key basic components, fostering a competitive market mechanism for high-quality products.

Conducting Training for Quality and Technical Professionals: Establishing quality service platforms such as the China Automotive and Motorcycle Inspection and Certification Alliance to meet the requirements of "Made in China 2025."

Promoting a Year of Quality Brand Enhancement: Organizing visits to leading machinery industry companies and promoting advanced experiences in comprehensive quality management to cultivate international brands for "Made in China."

                                                

     The machinery industry is China's largest-scale, most widely applicable, technologically complex, and has the largest number of professionals among the country's basic and strategic industries. It serves advanced equipment in sectors such as aviation, aerospace, railways, ships, and the defense industry. The machinery industry is fundamental to realizing China's strategy for becoming a manufacturing and quality powerhouse, as well as implementing the "Made in China 2025" initiative.

 In 2016, the machinery industry saw stable development with a cumulative total of 24.55 trillion yuan in main business revenue and 1.68 trillion yuan in profits, solidifying its status as a manufacturing industry leader. Quality enhancement in the machinery industry carries profound implications and will significantly impact the quality upgrade in China's industrial sectors.

  Certification and accreditation, along with inspection and testing, play essential roles in supporting and leading quality management and transformation in the machinery industry. Policies such as "Made in China 2025," "Equipment Manufacturing Industry Standardization and Quality Enhancement Plan," and "Consumer Goods Standardization and Quality Enhancement Plan" emphasize the importance of improving certification and accreditation management and developing the inspection and testing certification service industry to support the transformation and quality enhancement of manufacturing and consumer products.

  Currently, the machinery industry includes over 87,000 large-scale enterprises, with a certification coverage of 100% for quality management systems. It has established product certification systems for electrical equipment, automobiles, rail transportation, robots, and more. The industry boasts 235 inspection and testing institutions and metrology testing institutions, 74 national product quality inspection centers, and a comprehensive quality assurance system. These factors have effectively promoted the application of advanced quality management methods and technologies. During the 13th Five-Year Plan period, the machinery industry will implement policies such as the "Equipment Manufacturing Industry Standardization and Quality Enhancement Plan" and the "Guidelines for Promoting the Quality Brand Enhancement of the Equipment Manufacturing Industry." It will fully leverage certification, accreditation, and inspection and testing methods to strengthen comprehensive quality management, launch high-end quality certifications, enhance the level of inspection, testing, and certification services, and promote the establishment of quality brands within the machinery industry.
